Most online casinos you do business with are going to be "licensed" within one jurisdiction or another. What does this mean? Well, let's explore that.

First of all, just because an establishment is licensed does not necessarily mean that it is regulated in any strong way. It is not as if there are inspectors on the premises at all times who are making sure that each of the casinos is conducting their games according to certain guidelines or that they are paying all their players on time. Frankly, the many watchdog sites throughout the Web do a better job of policing, because they are within the industry and reach players, who may refer to those sources when making decisions on where to play.

Of course, there are some jurisdictions which are a little more "hands on" than others.

With that said, the first countries to have made inroads toward licensing online casinos were Antigua and Barbuda and Turks and Caicos. What licensing does for casinos is that it gives them an aura of legitimacy, as if to say, "We are legal," while at the same time providing something very substantive in the respect that since they are doing business from a jurisdiction in which it indeed IS legal, they can take the position that the entire transaction can be termed legal.

For the jurisdictions themselves, it is a revenue source, because they will usually take percentages or licensing fees, depending on what place you're talking about. And sometimes the local law will apply, where a certain number of "natives" have to be employed by the operation itself. Since it is not all that difficult to place servers or move offices elsewhere, the various jurisdictions can't afford to be all that stringent, or they'll lose business.

If you were going to take a look at the jurisdictions that are the busiest, Costa Rica would certainly have to be near the top of the list, and it was one of the first to open its doors to the online casino industry. And it is popular because of the fact that it does not have well-structured online gaming regulations. In fact, it doesn't very much of that at all, and no special licenses. You just have to register with the tax authorities.

If you look at another jurisdiction like Malta, however, you will find that they are a lot more attentive to the investigation of any licensees than Costa Rica might be. The United Kingdom would be the same way. There are other jurisdictions which are popular with online casino companies, such as the Isle of Man, Gibraltar, Alderney, Curacao, Panama and the Kahnawáke Gaming Commission, which is located on tribal territory within Quebec.
